Main change covers seven Brazilian states; companies in these regions need to update their systems by the deadline given by the government.
Companies with headquarters or branches in the states of Alagoas, Amazonas, Mato Grosso do Sul, Pernambuco, Paraná, Santa Catarina and Tocantins, which issue electronic invoices (NF-e), have up to May 7th to update their systems and include the new group of required fields in the NF-e layout. The fields require the identification of the Technical Responsible for the software that issues the tax documents.
As of this date, invoices from these states that do not present the information will be rejected by the State Treasury Department (Sefaz). For the other Brazilian states, the date for the start of validation of the Technical Responsible data has not yet been released. It was also marked as “future implementation”, for all UFs, the mandatory information of the Technical Responsible Security Code or CSRT.
These are the major updates made available in the latest version (v.1.20) of Technical Note 2018.005, recently released by ENCAT. Publication extended to May 7th the implementation of the changes instituted in the NT 2018.005, in addition to bringing other changes, new validation rules and new optional fields.
The messaging customers Signature, a solution that issues and receives commercial invoices and all communication of information with Sefaz, now has the Technical Note update package and its manuals available. . Technical Manager and Technical Manager Security Code (CSRT) – Changed the layout of the NF-e/NFC-e, creating a group of fields to identify the Technical Responsible in the system used to issue the electronic tax document. A “technical manager” is considered to be the company that develops or is technically responsible for the NF-e/NFC-e issuance system used by the taxpayer. This will be a “future implementation”, except for the states of AL, AM, MS, PE, PR, SC and TO, for which the deadline is 5/7/2019. The CSRT and hashCSRT information will be for “future implementation” across all states.
. Identification of Pickup Location and Delivery Location – new optional fields to detail information about the establishment and the addresses of the delivery and pick-up locations.
. Creation of new fields for calculating the ICMS-ST Complement/Refund in the ICMS ST Transfer Group – inclusion of fields, to be used at the discretion of the UF, to enable the calculation of the Complement/Refund of ICMS-ST for operations with fuels that require the completion of the ICMS ST Transfer Group.
. Message of interest from Sefaz – Changed the information group of the Sefaz Response Protocol, so that the entity can include a message to the taxpayer. Messages will be tabulated, maintaining the normal system pattern with message code and description. This new group of information is optional, but will probably be adopted by some states when sending messages related to a certain operation.
. Duplicate Rejection Authorization Protocol – change in the Sefaz Response Protocol information group so that, in case of rejection due to duplicate NF-e/NFC-e, the secretariat can return the previously generated authorization protocol for the invoice.
. Changes to the layout of DANFE – field to identify the Shipping Mode and, if group F (Pickup Place) or G (Place of Delivery) is filled in, it will be possible to display the information in DANFE in a specific area.
. Specific detailing of medication and pharmaceutical raw materials – amendment to inform the reason for exemption from registration of the drug at ANVISA.
